I am commanded by the Army Council to forward here- with a copy of a letter dated the 19th August, 1911, from the General Officer Commanding the South China Command, reporting a case of suspected espionage at Hong Kong and requesting instructions. The Council propose, should Mr Secretary Harcourt see no objection thereto, to reply that the case would appear to be one that might properly

be dealt with under the Official Secrets Act, 1911, and

to forward a copy of that Act to the General Officer Com-

manding in case he should not yet have seen a copy.
